The issue of calculation, payment and age for registration of pensions is of interest to every resident of the country. Will it be increased? How many men and women will be able to live to retirement age in Ukraine? After all, a pension is often the only income of an ordinary Ukrainian in old age. A person can no longer work as before, so he is looking forward to the moment when he can receive his earned pension.

Raising the retirement age

International creditors may demand that Ukraine raise the retirement age to 65 years. This is due to the growing “hole” in the Pension Fund budget, which could not be closed by the pension reform.

In order to carry out the indexation of pensions provided for by law, in 2019 the Pension Fund deficit was increased to UAH 157 billion (last year to UAH 139 billion).

Last December, when it became finally clear what the Pension Fund deficit would be, World Bank officials said that Ukraine could not avoid revising the pension reform and raising the retirement age to 65 years.

What is the length of service?

Ukrainians were taught to distinguish between the concepts of “work experience” and “insurance period”. For the first, you need to work, and for the second, make all the calculations into the pension fund.

After the start of the implementation of the pension reform, the population had many questions about how these retirement standards now look in practice.

  1. Preferential experience. This length of service is counted for those who worked at enterprises full time and faced harmful and dangerous working conditions. Enterprises that have such production costs are listed in lists approved by resolutions of the Cabinet of Ministers of Ukraine.
  2. Insurance experience. This type of experience is a certain period of time during which a person was subject to compulsory state pension insurance and for which monthly contributions were paid in an amount not less than the minimum insurance premium (Article 24 of the Law of Ukraine “On Compulsory State Pension Insurance”).
  3. Special experience. Special length of service looks like the total duration of a certain work activity in the relevant types of work, which gives the right to early assignment of a labor pension.
  4. General (work) experience. This is the experience that applies in most cases. It is calculated according to the entries in the work book. Work experience may include such concepts as general, preferential and special work experience. In the Law of Ukraine “On Pensions”, the concept of total work experience is mainly used to distinguish it from the length of service that gives the right to pension benefits.

It is known that work experience that was earned before January 2004 is automatically equal to the insurance period. It is also worth noting that after the introduction of the insurance period on January 1, 2004, it no longer mattered how long a person actually worked. Now it is taken into account during what period and how much the employer paid for the employee to the Pension Fund.

It is also known that from January 1, 2019, citizens have the opportunity to retire at the age of 60, 63 or 65. This age depends on the number of years of accumulated insurance experience in work.

Starting from 2028, the insurance period must be at least 35 years.


The size of the old-age pension from January 2019 is 1669.20 UAH, this is the minimum amount that a pensioner can receive. For those who worked and managed to earn experience, 1% will be added for each year.

All Ukrainians who have reached 63 years of age and have earned the established insurance period can count on 40% of the minimum wage, but not less than UAH 1,497. When the minimum wage is increased, this amount will automatically increase.

Old age pension, or how will changes affect pensions?

So at what age do people retire in Ukraine?

According to Part 1 of Art. 26 of the Law of Ukraine “On Compulsory State Pension Insurance” dated 07/09/2003 No. 1058-IV provides, in particular, that from January 1, 2019, persons have the right to receive an old-age pension upon reaching the age of 60 years and with no insurance experience less than 26 years old.

If, as of January 1, 2019, there is no required 26 years of insurance experience, a person acquires the right to an old-age pension after reaching the age of 63 and with an insurance experience of 16 to 26 years.

If the insurance period is from 15 to 16 years, the person acquires the right to an old-age pension after reaching the age of 65 years.

Retirement age in Ukraine and the world

For every 10 million working population in the country, there are 12 million pensioners. This is quite a big difference, which contributes to the deficit in the Pension Fund. Therefore, the state is forced to take decisive action to reduce the number of people dependent on state pension benefits.

In America and Europe, over the next thirty years they plan to move to a retirement age of 70 years. Citizens of retirement age are strongly encouraged to work as long as possible. So in Japan, for example, the later you retire, the higher your pension.

The pension depends on the minimum salary and cannot be less than the minimum established level. This means that it will automatically increase with the growth of these indicators.

Everyone decides at what age to retire in Ukraine, based on individual characteristics, but the minimum age and insurance period are prescribed by law. Upon reaching retirement age, a Ukrainian can apply for a pension at any time convenient for him. The law does not stipulate maximum permissible periods.

Retirement age in Ukraine and preferential pensions: is there a connection?

The changes also affected preferential categories of citizens:

  1. Teachers. The retirement age of an education worker depends on his age and special experience. The required experience for a teacher is 30 years. Workers in the education and healthcare sector, after reaching 55 years of age and with special work experience, are entitled to a long-service pension. From April 1, 2019 to March 31, 2020, the length of service required to qualify for a long service pension must be at least 27 years and 6 months. All changes occur gradually so that they do not cause shock and indignation. If there is not enough experience or age, teachers are offered additional work.
  2. UBI. According to clause 3 of the Final Provisions of the Law of Ukraine “On Compulsory State Pension Insurance,” combatants enjoy the right to early retirement. “Afghans” For this category, the retirement age of women in Ukraine is 50 and the length of service is 20 years. For men, they are 55 and 25 years old, respectively. When applying for a pension, you must provide a document confirming participation in hostilities.
  3. Miners. According to Art. 14 of the Law on Pensions, workers directly employed full-time in underground and open-pit mining operations associated with the extraction of coal, shale, ore and other minerals, in the construction of mines and mines, are entitled to a pension regardless of age, if they were have been employed in these jobs for at least 25 years, and workers of leading professions in these jobs (miners, jackhammer operators, mining machine operators) - if they have been employed in these jobs for at least 20 years. Women with less than 7 years of experience in the industry and men with less than 10 years of experience may have their retirement age reduced by the same period.
  4. Disabled people. According to Art. 25 of the Law of Ukraine “On Pensions”, disability pensions due to work injury or occupational disease are assigned regardless of length of service. At the same time, for disabled people of groups II, II and III of general illness, a mandatory condition for obtaining disability pension payments is the presence of a certain insurance period. So, for example, a person with disability of groups II and III at the age of 56 must have at least 14 years of experience. If disability is assigned to a citizen who has already reached retirement age, 15 years of experience is enough for him.
  5. Military personnel. In 2019, pensions will be recalculated for military personnel who are over 65 years old and have 35 years of work experience - for men and 30 for women. The increase in pensions will range from 15% to 40%.

The following can count on a preferential pension:

  • Women who are over 45 and have worked in a mine for at least half of the minimum 15 years of work experience.
  • Men who are over 50 years old and have worked in a mine for at least half of the established minimum 20 years of work experience.
  • Women who have raised 5 or more children or who have been disabled since childhood have the right to a preferential pension at 55 years of age.

Basic conditions for assigning preferential pensions:

  • the presence and duration of special (preferential) work experience;
  • reaching a certain (preferential) age;
  • confirmation of the employee’s appropriate working conditions based on the results of workplace certification.

The retirement age has not changed for:

  1. Dwarfs.
  2. Visually impaired.
  3. Ukrainians who participated in military conflicts.
  4. Citizens working in hazardous industries.

Came into effect on January 1 law on raising the retirement age(its text is presented below). On September 27, 2018, the State Duma considered and finally adopted this bill along with the proposed amendments to it, and on October 3, 2018, it was signed by President V. Putin.

Changes will occur in stages - the retirement age will increase from 2019 annually for 1 year, except for the first two years, when preferential conditions for retirement will apply - 6 months earlier than the deadline established by the new law. The final values ​​for men and women (65 and 60 years old, respectively) will be established from 2023. These changes in the law can be illustrated by the following table:

Thus, the so-called "transition period" when the retirement age increases will be 5 years for men and women. It will affect those Russian citizens who, according to current standards, would have to retire in 2019-2023. Accordingly this is:

  • men born 1959-1963;
  • women born 1964-1968.

Russians born after the specified period (men born in 1963 and women born in 1968 and younger), according to the new law, will retire upon reaching the new established retirement age (65 and 60 years, respectively).

It is noteworthy that, in accordance with the proposed schedule for increasing the retirement age, old-age pensions are granted before the end of the transition period should happen in a year, and only in even years - 2020, 2022, 2024, 2026 and 2028. However, in 2019 and 2021, men and women who, at the time the new pension law comes into force, will have less than 2 years left before their old retirement age will also retire ( see table above).

However, on August 29, Vladimir Putin, making a televised address to the citizens of the country, ordered to soften the increase in the retirement age for women from 8 to 5 years. Thus, as a result of the pension reform for women, the retirement period will increase from 55 to 60 years. For men, the originally planned 5-year increase will remain unchanged (i.e. from 60 to 65 years).

This will be done in stages - the retirement age will be increased by 1 year annually from 2019, and the final values ​​for men and women (65 and 60 years old, respectively) will be established in 2023. These changes in the law can be illustrated by the following table:

Accordingly this is:

Russians born after the specified period (men born in 1963 and women born in 1968 and younger), according to the bill submitted to the State Duma, taking into account the amendments of the President, will retire upon reaching the new established retirement age (65 and 60 years, respectively), reports the portal rosregistr .ru.

It is noteworthy that, in accordance with the schedule for increasing the retirement age proposed by the Government, old-age retirement before the end of the transition period will have to occur in a year, and only in even years - 2020, 2022, 2024, 2026 and 2028. Early retirement in 2019

The bill also proposes to change the retirement period for preferential categories of citizens (the so-called “early retirement”):

  • For citizens working in the Far North, the retirement age is also proposed to be increased by 5 years for men (from 55 to 60 years) and women (from 50 to 55 years). It is proposed to do this with the same transition period as indicated in the table above for ordinary employees.
  • For teachers and medical workers, the requirements for preferential length of service remain unchanged (the presence of special experience of 25 or 30 years depending on the place of work), however, retirement itself after receiving this experience is proposed to be delayed by 8 years with a transition period that will stretch for 2019-2026 :

In fairness, it should be noted that the retirement dates will not be increased for citizens entitled to early retirement “due to harmfulness” (lists 1 and 2), as well as for victims of radiation and man-made disasters, flight test personnel and recipients of early pensions for health reasons and for “social reasons” (certain categories of disabled people, mothers of large families who raised 5 or more children, etc.).

In addition, Vladimir Putin proposed introducing the possibility of early retirement for mothers of large families with less than 5 children.

  • if there are 3 children, the retirement period established by the new law is reduced by 3 years;
  • if there are 4 children - 4 years earlier than the generally established period.

The corresponding proposals should be formalized in the form of amendments to the law on raising the retirement age, which will be assembled in the State Duma.

President Vladimir Putin in an address to Russian citizens on raising the retirement age from January 1, 2019

On August 29, 2018, Vladimir Putin addressed the citizens of Russia. What changes did the president propose:

  1. The retirement age for women will be increased on an equal basis with men and will be 60 years. Minus 3 years from the original proposed option.
  2. Mothers with many children will retire earlier depending on the number of children they are raising. Early retirement is due if a woman has three children - 3 years earlier, four children - 4 years earlier. In the case of five or more children, the retirement age will not change and will be 50 years.
  3. Citizens who will be the first to experience the new pension reform in 2019 and 2020 will be able to apply for a pension 6 months earlier.
  4. It is proposed to increase the maximum amount of unemployment benefits by 2 times from 4,900 rubles to 11,280 rubles from January 1, 2019.
  5. The concept of pre-retirement age is being introduced, which will be 5 years. Retraining and support programs for citizens of pre-retirement age will be introduced, including social protection against layoffs during this period.
  6. For employees of pre-retirement age, the employer will be required to provide 2 days of free medical examination with retention of salary every year with mandatory retention of salary.
  7. The pension reform will not affect the small peoples of the North.
  8. During the transition period, benefits for pensioners on real estate and land plots and other benefits for pensioners will remain. The age limit for receiving benefits will remain the same regardless of the reform - 60 years for men and 55 years for women.
  9. From January 1, 2019, it is proposed to begin paying a 25% supplement to the fixed payment of the insurance pension for non-working pensioners living in rural areas with at least 30 years of experience in agriculture.
  10. The regions must decide whether the existing regional benefits will be maintained.
  11. The length of service giving the right to receive an early pension will be reduced for women up to 37 years of age and for men up to 42 years of age.

New reform of raising the retirement age from January 1, 2019

The existing age limits, after which a person is recognized as disabled, were established by law in the middle of the last century. According to Russian Prime Minister Dmitry Medvedev, the life expectancy of people in the country has increased over the past 25 years. Their ability to work also increased. This was achieved thanks to the state program 80+. According to Russian President Vladimir Putin, the life expectancy of the population should reach 80 years by 2030, according to the goals and objectives of the program.

The pension reform raising the age began to be developed by the Russian government at the beginning of 2018. According to her criteria: there is a negative demographic situation in the state. It is expressed in a significant difference between the number of working citizens paying insurance premiums and pensioners. At the same time, the income of the Pension Fund (PFR) in the near future will not be able to cover its expenses on the payment of pension benefits.

By mid-summer, the corresponding reform bill had been prepared. On June 16, it was registered by the State Duma and accepted for consideration. The legal document number is 489161-7. The new law on retirement age implies amendments to certain articles of regulatory documents governing the deadline for processing payments through the Pension Fund.

The bill provides for the possibility of receiving insurance payments for men after 65 years of age. Women will be able to apply for a similar benefit after 63 years of age.

The innovations also affected recipients of social pensions. Payments will be made according to the following scheme:

  • After 70 years for men;
  • After 68 years for women.

Thanks to the innovation, it will be possible to increase benefits for existing pensioners. The reform will allow for an additional annual indexation of pensions by 1,000 rubles. The specified amount must increase each calendar period.

On July 19, 2018, the bill was adopted in the first reading. More than three hundred deputies voted for the new law. Just over a hundred people opposed the amendments. One deputy abstained from voting. Deputies from United Russia voted “for” the adoption of the pension reform. Deputies of the Communist Party of the Russian Federation, Liberal Democratic Party, and A Just Russia are “against” the adoption of reforms. After the discussion, opposition delegates submitted a number of amendments to the new law for consideration.

Among them:

  • Organization of a national referendum;
  • Conducting parliamentary hearings.

Latest news: Russian President Vladimir Putin, during his next visit to Kaliningrad, noted that he does not like any of the stated concepts for the development of reform.

Indexation and increase in pensions in 2019

The increase in the amount of payments to persons of disabled age is carried out due to changes in the inflation rate. Since 2015, this procedure applies only to unemployed persons. For working pensioners and self-employed citizens, the growth of cash benefits has been suspended.

The increase in payments occurs through indexation, that is, by comparing the coefficients of price growth and the accrued pension. It is carried out in February and April. In winter, insurance pensions increase, in spring - social pensions.

According to the PFR budget plan, the promised indexation percentage is 7.05%. If the increase reaches this level, the average pension will reach 15,000 rubles. Currently – 14,200 rubles.

Indexation affects the main components of the payment:

  • Pension point or IPC. The cost of one pension point in 2019 will be 87.24 rubles.
  • Basic or fixed part of the benefit. The amount in 2019 will be 5,334 rubles.

The Pension Fund's forecast assumes indexation of social payments in 2019 by 0.4%.

If this happens, the main types of such benefits will be:

  • Upon reaching retirement age in 2019 – 5,200.96 rubles;
  • Children with limited health conditions – 12,482.17 rubles;
  • For disabled people 1 gr. – 10,401.96 rubles.

As of 2018, the estimated age for receiving pension payments for male citizens is 60 years. If the new bill to raise this age is adopted, men will begin to retire at 65. To smooth out the process of adaptation of the population to new realities, it was decided to carry out the age increase in stages. For men, this procedure will take 10 years.

Starting from 2034, all females will begin to retire at the age of 63 according to the generally established scheme. The innovations will not affect women born in 1963. and older.

For doctors, teachers and artists, the retirement age depends on length of service.

For example, doctors receive this right after working for:

  • In rural areas at least 25 years.
  • In the city - 30 years.

To receive early payment, a teaching employee must work full-time in state educational institutions for at least 25 years.

Since July 2018, the State Duma has been considering a bill affecting age limits. It will also affect health workers and teachers. According to the law, these citizens become entitled to benefits upon reaching a certain length of service. But they will be able to apply for real payment no earlier than the end of the deferred payment period. This period is proposed for consideration on the basis of the bill.

Retirement procedure under the new reform for residents of the Far North (Old version)

On August 29, 2018, Vladimir Putin, in a televised address, proposed not to raise the retirement age for residents of the Far North.

Due to harsh climatic conditions, certain regions are considered difficult to live in. In order to stimulate demographic growth, increased payments are awarded here. As an additional benefit, the retirement period is reduced.

Among the population of such regions, one can distinguish indigenous and non-indigenous residents. The first category deals exclusively with the tribal sphere of activity: reindeer husbandry, fishing, commercial hunting. Life expectancy for indigenous people is low. Therefore, the age of incapacity for work has been reduced for them.

Today it is:

  • 55 years for men;
  • 50 years for women.

The reform being discussed will also affect this category of citizens. If it is adopted, the age limit will increase by 5 years for men and 8 years for women.

After growth it will reach:

  • 60 years old for men;
  • 58 years old women.

Who will not increase their retirement age from January 1, 2019

There are a number of people who will be spared the innovations. Among them are certain groups of beneficiaries and citizens employed in industries with special working conditions.

  2. Miners, miners, steelworkers and similar professions;
  3. Visually impaired 1 gr.;
  4. Russian Railways drivers and repairmen, technical staff of mines and quarries;
  5. Legally recognized as having many children;

  8. Employees of the Ministry of Emergency Situations and similar structures;
  9. Chernobyl victims;

According to the information above, the retirement age in other countries is very different: from 70 years in Japan and from 60 years in the countries of the former USSR - Ukraine, Belarus, and still in Russia.

The unstable economic situation in Ukraine is forcing the authorities to reconsider the reform aimed at implementing pension payments. What awaits Ukrainian pensioners in the new year? And at what age can pension payments be made? We will deal with these and other questions within the framework of this material.

Age of pensioners in Ukraine

In Ukraine, an age criterion for pensioners has been established - 60 years. It is at this age that the male and female part of the population can apply for pension payments.

The Ukrainian authorities have developed a number of conditions under which Ukrainian citizens can make pension contributions at an earlier date. Such conditions include:

  • General 30 years of experience among women, of whom the work experience must be at least 15 years.
  • The potential pensioner was born between April 1 and September 30, 1959, and does not have an official place of work.
  • Employees who are engaged in labor activity according to List No. 1, 2 in accordance with Article 13 of Law 1788-XII of 05.11.1991.
  • Lilliputians and dwarfs 20 years and 15 years of experience among men and women.
  • Women who have given birth to more than five children who are over 6 years.
  • Mother of disabled children, if she has more than 15 years.
  • Group 1 disabled children.
  • Visually impaired.
  • Citizens who took part in military operations in Afghanistan.
  • Teachers who were born from January to July 1966.

If a woman continues to work after receiving the right to retire, for every 6 months worked over, 2.5% is added to pension payments!

Will there be a reduction in age?

The issue of lowering the age of pensioners was raised in Ukraine in two directions, namely:

  1. Decrease in age women under 55 years old. The initiators of the bill put forward the following reasons for reducing the age of the female population, such as:
    • lack of development of the country's economy;
    • decline in demand in the labor market;
    • deterioration of living conditions;
    • low wages;
    • lack of positive changes in the financial sector after increasing the retirement age for the female population of Ukraine;
    • low life expectancy.

In 2017, this bill did not enter into legal force.

  1. Lowering the age criteria for women who raise three children and more.

At the end of 2016, people's deputies put forward bill number 5343 for consideration.
The essence of the law– a woman who has given birth to three or more children can receive pension contributions at the age of 55. In this case, the total experience must be at least 20 years. The goal of the developed project is to restore social justice for this category of citizens.

According to the terms of the project, the rights of the law in question will not apply to women who:

  • do not raise children properly;
  • mistreating children;
  • exploit children;
  • do not have parental rights;
  • have a valid criminal record.

This bill is under consideration and has not yet entered into force.

Age indicators among men

Men can receive a pension at age 60.
Important condition– insurance experience of at least 20 years, and total – 35 years.

Some male pensioners must apply for a pension at the age of 62 if their work activity is related to scientific activities.

In addition, some citizens can apply for early pension payments. For example, military personnel participating in combat operations in Afghanistan, can receive pension payments from the age of 55 (experience - from 25 years).

Benefit recipients also include miners who are over 50 years old (10 years of experience must be in mining).

At what age does a woman apply for a pension?

The age of a pensioner increases gradually from 55 to 60 years until 2020.

Thus, in 2017, women who are 58 years old will be able to retire. In this case, the insurance period must be at least 15 years, and the total - 30 years.

Thus, until the age of 60, women who were born before 03/31/1961 can apply for a pension.


For such women, the age is reduced by 0.5 - 5 years depending on the date of birth, namely:

  • until September 30, 1956 – 55 years;
  • 01.10.1956 – 31.03.1957– 55.5 years;
  • 04/01/1957 -09/30/1957 – 56 years and so on until 03/31/1961.

If a woman decides to receive pension payments later than due, then for every six months of overtime she receives a 2.5% increase.

Raising the age of pensioners in Ukraine

In addition, in 2017, the retirement age is gradually increasing among the female population, based on a bill previously adopted in 2011. This increase will last until 2020.

The retirement age for men remains unchanged.

As for the size of pension payments, the minimum amount of payments is 1,399 hryvnia. Moreover, in 2017 this level is increased by 10%.

During a crisis, pensions for older people are the only source of subsistence.

Despite everything, the Government of Ukraine plans to gradually increase the retirement age in order to preserve part of the budget funds in the Pension Fund. But this reform will not solve the country’s financial problem, but rather, on the contrary, will set the people against the state.
