Recalculation restrictions in August

But there are important restrictions introduced by part four of Article 18 of Law No. 400-FZ:

Example 1. Recalculation for a working pensioner in August 2018 with a small salary:

  • Olga Sergeevna was granted an old-age insurance pension in 2012, but she worked as a pastry chef in 2017. Her salary was 16,000 rubles per month.

Example 2. Recalculation for a working pensioner in August 2018 with a large salary:

  • Anna Borisovna was granted an old-age insurance pension in 2014, but she continues to work to this day as a production manager. In 2017, her salary was 32,000 rubles per month.
    Step 1. Let's calculate the annual amount of insurance premiums for 2017;
    A) The total annual salary is 384,000 rubles (32,000 rubles * 12 months)
    B) The amount of insurance premiums for the year is 61,440 rubles (384,000 rubles * 16%)
    Step 2. Let's convert the annual amount of insurance contributions into pension coefficients;
    Let’s use the approved formula and the number of points accumulated for Anna Borisovna in 2017 will be equal to 4.384 (61440/140160*10)
    Step 3. Find out the increase in rubles;
    Due to the fact that the maximum increase is limited to 3 points, when recalculating Anna Borisovna from August 2018, only 3 coefficients will be taken into account instead of the calculated 4,384 points.
    And since it is continuously working to this day, the amount of increased payments will be 214 rubles 23 kopecks (3 * 71 rubles 41 kopecks).

- Indeed, today there are many scammers who are trying to deceive pensioners and cash in on their pennies. So, for example, taking advantage of the gullibility of older people, some private firms offer to fill out applications to the Pension Fund, citing the need to draw up applications in strict accordance with the law. Naturally, these companies provide such services for money.

However, such services are provided free of charge by employees of the Pension Fund in all client services.

I also have facts that scammers call pension recipients and, posing as Pension Fund specialists, offer them financial subsidies - to replace batteries, windows, etc., after which they ask for their bank card number.
Pension Fund specialists do not request personal information over the phone; they are not authorized to visit citizens or provide government services at home.

I would also like to draw attention to the surge in activity of scammers who specialize in transferring pensioners from the Pension Fund of the Russian Federation to Non-State Pension Funds, including through illegal means.

Increasingly, we receive complaints from our clients about dishonest actions of NPF agents who present themselves as employees of the “decision enforcement service.” Such a service does not exist; it is possible that scammers in this case are trying to use an analogy with the Federal Bailiff Service. They come to pensioners’ homes and demand, on the basis of a non-existent law, according to which citizens are obliged to transfer funds from the Pension Fund to the Non-State Pension Fund, passport and SNILS in order to fill out documents. All methods of illegal crossing are designed to exploit the inattention and gullibility of citizens. Unscrupulous agents only need to know the citizen’s full name and SNILS details in order to transfer pension savings without the knowledge of their owner. That is why citizens need to be extremely careful in presenting documents to third parties and carefully read each document they sign. Along with the new scheme, old, already well-known methods are also used: scammers introduce themselves as employees of the Pension Fund of the Russian Federation, advertise for the employment of citizens in order to collect documents, etc. Let me emphasize once again that employees of the Pension Fund do not conduct in-home consultations and contracts with insured persons at home do not conclude.
